RE:                  Bid No. B08036 - Project UT0805KA Kaw Water Treatment Plant Building Envelope Repairs Year 2A – Award Bid

Please include the following item on the City Commission Agenda for consideration at the July 8, 2008 meeting.

Award the Bid for Bid No. B08036; Project UT0805KA - Kaw WTP Building Envelope Repairs Year 2A to Mid-Continental Restoration Company, Inc. in the amount of $269,221.52 and authorize the City Manager to execute the Contract.

Project History/Status :

The Kaw Water Treatment Plant consists of two attached buildings.  The Chemical and Filter building dates from 1954, its construction includes brick facing over concrete block. The west wall of the building has numerous cracks in the exterior brick and cracks in the interior tiled corners. The wall has deflected outward. The second building is the original plant and was constructed in 1916. It does not exhibit appreciable cracking or wall deflection; however, it also requires maintenance and repairs to the facade.  

February/March 2006: The Utilities Department requested proposals and received responses from five firms and selected Walter P. Moore Engineers based on the project team qualifications and the well documented examples of similar building assessment projects.

May 2006: Walter P. Moore investigated the causes of building envelope distress and determined that leakage through building lintels has caused brick ties to erode on the 1954 Chemical and Filter building. Their inspection also found deficiencies with roofing, and concrete facade material on both buildings that had exceeded its useful life.

February 2007 – Staff amended the contract with Walter P. Moore to include design of repairs related to the discovered deficiencies

June 2007 – Specifications and Bid Documents were prepared and approved by Staff for repairs to be accomplished over a two-year period; 2007 and 2008.

July 2007 – Bids were received for the Year 1 scope of work on the 1954 Chemical and Filter Building, and Low Service Pump Station No.2. The project awarded to Restoration & Waterproofing Contractors in the amount of $266,059.00.

July 2007 – March 2008 – Restoration & Waterproofing Contractor’s successfully completed the Year 1 scope of work at a final cost of $290,517.50 including work added through approved change orders.

May 2007 - Utility Department staff and staff from Walter P. Moore have completed the plans and contract documents for the Year 2A scope of work on the building exterior. On May 13, 2008 the City Commission set a bid date of June 17, 2008 for the project.

Project Funding - On June 17, 2008 bids were received from the following three (3) bidders. The bids were opened and publicly read aloud.

MTS Contracting                 $326,150.00

Mid-Continental Restoration   $269,221.52

Restoration & Waterproofing $320,976.00

Engineer’s Estimate             $397,000.00

Attached to this memo is a recommendation from Walter P. Moore recommending award of the project to the low bidder Mid-Continental Restoration.  The Utility Department staff is in agreement with the recommendation.

We anticipate the following schedule for the remainder of the project:

Notice to Proceed      July 28, 2008 

End Construction       December 30, 2008  

This schedule is contingent upon the contract execution and weather conditions during the construction period.

Project Funding.  Funding for the construction will come from the 2008 Utility Department Capital Improvement Project non-bonded construction fund.

Action Request.  Award the Bid for Bid No. B08036; Project UT0805KA - Kaw WTP Building Envelope Repairs Year 2A to Mid-Continental Restoration Company, Inc. in the amount of $269,221.52 and authorize the City Manager to execute the Contract.
