KDOT Project:            10-23 KA-0685-01

                                    Douglas County

 

Re:                               Replacement of Bridge (023) on K-10 (23rd St.) over abandoned

                                    BNSF Railroad in Lawrence near Haskell University (HINU).

 

Funding                        This project is grouped with a pool of other candidate projects for possible letting in 2010 through 2012.  At this time, it is NOT funded for right-of-way acquisition or construction.

 

KDOT anticipates roughly $380 million in federal funds to be available for 2010 and 2011.  It is important to start developing new projects so that they are ready for possible letting following the Comprehensive Transportation Program (CTP) in 2010.  Projects will be selected from the candidate pool of projects based on several factors, including what we can afford as time progresses.

 

Schedule                      The project, if selected for letting and construction, would let to construction in October 2011, and most likely would be

                                    constructed during the summer of 2012.

 

Process                        KDOT hired HNTB to complete field check plans for this  project. The City and County provided input into the scope of services. KDOT, City and County have met three times to discuss and evaluate several alternatives.

           

On Tuesday, February 26, 2008, the project team met with adjacent property owners and Haskell representatives to discuss the project and impacts.

                       

Additional discussions have been held with the City of Lawrence Police Departments.

 

Alternatives

Considered                   Alternative scopes & factors reviewed and considered include:

 

·        Bicycle/pedestrian use only under K-10 (23rd St.).

·        Bicycle/pedestrian and vehicular use under K-10 (23rd St.).

·        Methods for accommodating traffic during construction.

 

Recommended

Alternative                    Open span bridge (four-lanes with median) that will

                                    accommodate bicycles/pedestrians and vehicles below K-10

                                    (23rd St.).  Traffic during construction to be accommodated

                                    with two shoofly detours (2-lanes west bd., 2-lanes east bd.).

 

Next Steps                   Public Meeting to be held June 25, 2008 to gather input,

                                    answer questions, and address concerns prior to proceeding

                                    with design of an Alternative.
