Maximum Assessment Hearing for Benefit District Improvements

Please include the following item on the City Commission regular agenda for consideration at the May 13, 2008 meeting:

Project Status.  Maximum assessment hearing for the construction of improvements at the intersection of W. 6th Street and Congressional Drive, including signalization of the intersection and a traffic calming island on Congressional Drive south of 6th Street.  The island is proposed to be a raised median approximately six feet wide with colored/stamped concrete.  The island will be south of Congressional Circle on Congressional Drive and will be approximately 20-30 ft. in length.

 

Project History/Status/Schedule.   

1/8/08

City Commission held public hearing to consider Resolution 6750 establishing a public hearing.

1/22/08

City Commission adopts Resolution 6751 establishing a new public hearing on February 12, 2008.

2/12/08

City Commission holds public hearing to consider Resolution 6755 ordering improvements.

2/15/08

Receive proposals for engineering services for improvements.

2/26/08

Recommend consulting engineer for City Commission consideration.

May 13, 2008

Maximum assessment hearing – Ordinance 8273.

May 2008

Final plans submitted to City and KDOT.

June 2008

Bid project.

December 2008

Pole/signal delivery takes approximately four to six months.  Project complete in December.

City staff will design median and present to neighborhood.  Expected construction in the summer of 2009.

 

The improvements are being paid with four-ninths (4/9th) of the cost being equally divided with each corner paying one-ninth (1/9th).  Wal-Mart and 6-WAK have agreed to pay the city’s participating cost of five-ninths (5/9th).  Bond Counsel has reviewed and approved the plan, the proposed ordinance method of assessment, and area in benefit district.

 

Estimated Cost.  Estimated cost of the improvements is $331,000 including design, construction, inspection, administration, legal, and bonding costs. 

 

All property owners were advised of this public hearing.

 

Action Request.  Hold public hearing and, pending comments, approve Ordinance 8273 establishing the maximum assessments for the improvements at the intersection of 6th Street and Congressional Drive.
