Please include the following item on the City Commission agenda for
consideration at the May 6, 2008 meeting.
Set Bid Date for CS0704 - West Baldwin Creek Interceptor Sewer:
Based on the projected timeline of this project, staff
requests a bid opening date of June 3, 2008.
Project History/Status
The
project will construct approximately 15,000 feet of gravity interceptor sewers
ranging in size from 10” to 30” identified in the 2003 Wastewater Master Plan as
E-BC-1-02, E-BC-2-01 and E-BC-2-02. These extensions also comply with the
recommendations of the Northwest Area Update to the 2003 Wastewater Master Plan. The
project will connect to and extend the gravity sewers constructed with the Pump
Station 48 project and serve the flows in excess of Pump Station 45’s capacity
from the BC1 Benefit District. The general area involving the project is shown
on the attached map.
The
constructed firm capacity of Pump Station 48 is 6.6 MGD. Currently, only
the Free State Interceptor sewer with a design flow of 2.6 MGD connects to Pump
Station 48. Upon completion of this project and the direction of the 0.7 MGD
from the BC1 Benefit District to PS48; 3.3 MGD of the current PS48 capacity
would be available for additional development.
Project
Timeline:
July
2007: City
entered into a contract with CAS Construction/Professional Engineering
Consultants for the preliminary design and submission of a Guaranteed Maximum
Price (GMP) for the construction of the project.
November
2007: A GMP was prepared for the project but staff recommended completing
the project as a more traditional design-bid-build project. (See staff memo discussing design-build GMP)
January
2008:
City entered into a contract with Professional Engineering Consultants for the
completion of the design and construction phase services for the project.
March
2008:
City authorized use of condemnation for the unsecured easements.
April
2008: Professional
Engineering Consultants finalized bidding documents, the Court found the City
has the authority to condemn for the project and the City Commission adopted
Resolution No. 6766 authorizing bonds to be issued for the project.
The following
schedule is anticipated for the remainder of the project:
May 2008: Advertise
for bids and hold appraiser’s hearing for the two remaining easements.
June 2008: Award
construction contract. (As the bids are in, this item will return to the City
Commission on a regular agenda for discussion prior to award.)
April
2009: Final construction completion.

Project Funding
Funding
for the construction will come from the 2008 Utility Department Capital
Improvement Project bonded construction fund. The cost of the project will
ultimately be shared by developments benefiting from this infrastructure
improvement through the payment of special connection charges including
Ordinances 8118 and 8192 and
would be in addition to any system development charges, special assessments,
maintenance fees or other fees or charges.

Request
The Utilities Department is seeking approval from the City Commission to set a bid date for the West Baldwin Creek Interceptor Sewer Utilities Project #CS0704. Staff requests a bid opening on June 3, 2008.
