I have researched
the CDBG regulations with regard to eligibility for the LDCHA Housing
Connection program. It would not be an
eligible activity to pay for this program out of CDBG Administration and it
cannot be considered a Capital Improvement project or activity. This
activity would be considered a Public Service activity and it would be an
eligible activity because it would meet the national objective of helping low
and/or moderate income persons by facilitating housing of the homeless.
By regulation, Public
Service funding is limited to 15% of the total grant and is the most highly
competitive area of the CDBG program. For the 2008 program year, the
grant is $798,320, allowing $119,748 for Public Services. At this point, the Neighborhood Resources
Advisory Committee (NRAC) has made recommendations for the total amount of
$119,748 as follows:
