RE:

Request for STOP signs at the four traffic booth entrances to the University of Kansas campus

Background:  On March 3, 2008, the Traffic Safety Commission heard a request from the University of Kansas to establish STOP signs at the four traffic booth entrances to the campus.  All locations are on the campus.  The City of Lawrence does not have jurisdiction over traffic control on the campus; however, STOP sign locations are included in the City Code so that tickets issued can be processed through Municipal Court.

Peg Livingood, representing the University of Kansas, spoke in favor of the request, noting that this step is necessary to improve safety on the campus and to comply with the Manual on Uniform Traffic Control Devices.  No one from the public spoke in opposition to the request.

The TSC voted 4-3 recommending that the request be denied, concerned that the STOP signs may cause more problems than they would solve.  Those voting against the motion to deny the request felt that the STOP signs were needed for student safety, the city should do what the University wants, and although it may not be a good solution, it isn’t worth turning it down.
