RE:	KLINK- KDOT Agreement No. 43-08 (State FY 2009) and Resolution Authorizing G.O. Bonds for KLINK Project Funding

Please include the referenced items on the City Commission consent agenda for consideration at the April 15, 2008 meeting:

Project Description/Status. State highways that enter the City limits are referred to as “Connecting Links”. The State offers funding assistance up to a maximum of $200,000 through the KLINK (Kansas Connecting Link) Program for major maintenance projects, such as mill and overlay, on the state highways. Funding is obtained through application. The City applies annually.

Project History. Recent projects have included the following.

2006	Iowa, Irving Hill Overpass to Harvard; 23^rd Street, Harper to east City limits
2007	Iowa, 6^th Street to Harvard, and Irving Hill overpass to 23^rd Street
2008	Iowa, 23^rd Street to north of 31^st Street

Project Details. This year the identified project is the mill and overlay of Iowa from 23^rd St to 31^st Street. Originally, staff had planned to re-pave 23^rd St between Iowa and Louisiana. However, restricting traffic on 23^rd St at the same time 19^th St is closed is not desirable. Staff received permission from KDOT to substitute the Iowa project. City staff designs, bids, and inspects the KLINK projects. The work is generally completed during the summer months.

Project Funding. The estimated project cost is $650,000. A total of $450,000 for the annual KLINK project is included in the 2008 CIP for the City’s share of the cost. The City’s share has historically been paid for with General Obligation Bonds.

Action Request. Two separate actions are requested for this project. The agreement for consideration accepts KDOT’s participation of a maximum of $200,000. The second resolution authorizes general obligation bonds for the city’s share of the project costs.

1. Adopt Resolution No. 6765 authorizing the Mayor to sign Agreement No. 43-08 with the Secretary of Transportation for reimbursement of costs for the KLINK project, Iowa Street from 23^rd Street/Clinton Parkway to approximately 650 ft. north of 31^st Street.
2. Adopt Resolution No. 6763 authorizing the issuance of general obligation bonds in the amount of $450,000 for the milling and overlay of Iowa Street from 23^rd Street/Clinton Parkway to approximately 650 ft. north of 31^st Street.  This amount has been funded in the Capital Improvement Budget.
