CALL MEETING TO ORDER (Daniel Poull, Chairperson)

 

ROLL CALL TO DETERMINE QUORUM OF MEMBERS ----- There is no quorum.

Minutes from January 9th, 2008 will be approved at the next board meeting.

 

MEET WITH REPRESENTATIVES OF ETC INSTITUTE (Discuss Recycling Survey)

 

Tammy Bennett, Assistant Public Works Director, introduced Karen Falk and Nick Jones from ETC Institute. Karen handed out the draft recycling surveys. Laura Routh suggested having a Pay-As-You-Throw question on the survey. All present at this meeting discussed each question of the survey and suggested changes. ETC Institute will make changes and e-mail the survey to staff. Staff will send the edited survey to SAB via e-mail. If no further changes are suggested, staff will submit the recycling survey to the City Manager’s Office for review by the City Commissioners on a future agenda.

 

MEET WITH VICE-MAYOR MICHAEL DEVER (Discuss Mayor’s Task Force on Climate Protection, Tax Abatement Policy)

 

Vice-Mayor Michael Dever discussed the progress of the Mayor’s Task Force on Climate Protection. Many Lawrence individuals have been contacted and appointed to serve on the Mayor’s Task Force: John Geist, USD 497, Steve Hughes, Hughes Consulting Engineering, Chad Luce, Westar, Carey Maynard-Moody, environmental community, Jeff Novorr, Lawrence Memorial Hospital, Jeffrey Severin, Director, KU Center for Sustainability, Simran Sethi, SAB member, Susan Rodgers, Hallmark, David Dunfield, Architectural Community, Dan Simons, The World Company, and (there are two positions vacant)

 

Vice-Mayor Michael Dever stated that he will also serve on the Mayor’s Task Force and that the first goal will be to identify which committees need to be formed.

 

Dever indicated that SAB members could e-mail him if they had suggestions for the two vacant positions on the Task Force. He is planning to have the first Task Force meeting in 2 to 3 weeks. SAB members encouraged Dever to invite Dennis Murphey, Kansas City Chief Environmental Officer, to attend a Task Force meeting.

 

There was discussion on the timeline of the Mayor’s Task Force on Climate Protection. Would it be 12 months? Many agreed that it may take longer if the City of Lawrence would not assign a full time staff to this project. Dever stated that he would speak to Dave Corliss, City Manager, and ask him what kind of staff commitment there is for the Climate Protection Plan. Who will coordinate the meetings and distribute information to its members? It was also suggested that the following group meet for coffee and discuss further: Cynthia Boecker, Carey Maynard-Moody, Tammy Bennett, Simran Sethi and Michael Dever.

 

Laura Routh said she would send out an e-mail to SAB with Simran Sethi’s link to “how to develop a Climate Protection Plan for dummies.”

 

SAB also had a discussion regarding tax abatements with Vice-Mayor Michael Dever. Laura Routh informed Dever about her class paper regarding greening abatements. Routh will e-mail her paper to Dever and to Michael Almon. Routh stated that SAB would like to be notified if tax abatement discussion will be a topic on a future City Commission agenda.

 

EARTH DAY (Discuss upcoming Earth Day Celebration.)

 

Kathy Richardson, WRR Operations Supervisor, notified SAB that this year the City will focus on organizing the Earth Day Celebration on April 19th and the Electronic Waste Collection Event on April 26th but not on the Earth Day Parade. WRR staff has met with KU Environmental Stewardship staff in regards to handing over the parade to a KU organization. It was suggested that KU Environs might be interested.

 

LAWRENCE SUSTAINABILITY II UPDATE (Update on progress being made on Sustainability Week.)

Yard Waste Collection and Composting Program

The crews collected Christmas trees on January 7th and 14th, which brought the collection season to a close.  Yard Waste Collection will begin for 2008 on March 3rd.

The Spring Compost Giveaway is scheduled for March 20th, 21st, and 22nd.
