As we begin the process of developing the 2009 budget for the City of Lawrence, I would like to take this opportunity to thank you for the work your agency does for the Lawrence community. The services you provide are essential to the lives of many and Lawrence would not be the same without your agency's commitment to service.
As you know, 2007 was a difficult budget year for the City of Lawrence. The City Commission was faced with revenue shortfalls and made significant reductions to many city departments and outside agencies. I understand the hardship this created for many of you and want to express appreciation for your understanding and ability to work within resource limitations.
Unfortunately, revenue challenges are expected to continue for both the general fund and the special alcohol fund in 2008 and 2009. Therefore, it is unlikely that I will be able to recommend any increase in funding for outside agencies in 2009. Please take this into consideration when making your funding requests.
The applications materials for outside agency requests for the 2009 budget are now online at www.lawrenceks.org (see City Budget section.) Please take note that the schedule for disbursement of funds has been changed to ensure the City has received adequate revenues from the State of Kansas to fund agency requests. The first disbursement will not be made until April 1, 2009; the second disbursement will not be made until October 1, 2009. Please plan accordingly.
