Redevelopment Plan – Minor Changes - Revised |
The Lawrence-Douglas County Planning Commission unanimously recommended
approval of the Farmland Industries Redevelopment Plan at their November 28,
2007 meeting. Following the action by
the Planning Commission, staff noticed an omission in the Plan. The functional classifications of the future
roads identified in the Plan are not shown.
Staff is proposing adding the following table to page 15 of the
Plan. The table calls out the functional
classifications of the future roads of the Farmland property. This minor change can be accomplished with
approval by the City Commission and Board of County Commissioners.

Further, in discussions following Planning Commission action on the
Plan, staff was made aware of a potential issue regarding language in the Plan
that deals with access to major roads.
Staff has determined it would be appropriate to allow large industrial
users access to arterial roads in appropriate situations. Staff is proposing to add the bold language to the following paragraph
that begins on page 14 of the Plan. This
change can also be accomplished with approval by the City Commission and Board
of County Commissioners.
Access to these major roads
from the development lots on the site shall be limited. However,
industrial users on large lots that are significant generators of traffic may
directly access arterial roads if the size of the site is such that it allows
internal circulation without the necessity of constructing local roads to
direct that circulation to the arterial road.
Such access shall be based on sound traffic engineering principles and
shall be properly controlled with appropriate signalization and turn
lanes. Smaller lots shall take access
from local roads. The map also shows

Staff recommends that the City Commission approve the addition of Table 1 – Farmland Future Roads Functional Classification to the Farmland Industries Redevelopment Plan and approve the addition of language to the paragraph starting on page 14 of the Plan, if appropriate.
