North 2nd and Locust project receives
no bids
On February 20, 2008 KDOT opened bids for the North 2nd
& Locust intersection reconstruction project but no bids were received.
City staff recommends that the project not proceed until after the KTA project
(which includes closing the North Lawrence
plaza for several months) is completed in 2011. Please see the attached memo
for more details.
Citizen survey on curbside recycling
ETC Institute (who
also conducted the Lawrence
citizen satisfaction survey) will be conducting a professionally administered,
random-sample survey to measure citizen interest in citywide (residential)
recycling curbside services at various fee levels. The goal of the survey is to
provide the City Commission, the Sustainability Advisory Board (SAB) and staff
with information regarding citizen preferences when considering expansion of
recycling services. Attached are a cover
letter and the final
draft of the survey, which has been reviewed by SAB. It will be
administered by mail and phone to the random-sample during the month of March.
Lenexa voters to consider sales tax for streets, parks and recreational
facilities
The Lenexa City Council has approved a proposal to place before Lenexa voters a 3/8-cent
sales tax to invest in roads, parks and a civic center. Sales tax revenues
would be used to maintain roads and parks; upgrade and enhance existing parks,
sports fields, trails, and other recreational facilities including the Lenexa Community Center
and Senior Center;
develop parkland; and offer new cultural amenities by constructing a new multi-use
Civic Center. The 3/8-cent sales tax increase
is projected to generate approximately $3.5 million additional sales tax
revenue in the first year. The City Council recommends that approximately 40%
of this additional tax revenue be used for pavement management projects to
improve city roads, and the remaining tax revenue used for parks, civic and
cultural amenities. The sales tax vote will be conducted through mail ballot
from May 7 – 27, 2008. If approved, the sales tax will become effective in

If approved, the total Lenexa
sales tax would be 7.9% (5.3% State, 1.1% County, 1.5% City).
