The February 26 City Commission consent agenda includes two items relating to the Oread Redevelopment Project.
Resolution
No. 6757 sets April 1, 2008, as the public hearing date regarding the
redevelopment plan for the Oread Redevelopment Tax Increment Financing District
pursuant to K.S.A. 12-1770 et seq. A
copy of the draft
plan is attached. The plan will be
finalized this week and will be reviewed by the Lawrence-Douglas County
Planning Commission Monday, February 25 for consistency with the intent of the
City’s comprehensive plan. The plan will
also be delivered to the Board of County Commissioners and
Resolution No. 6756 also sets April 1, 2008 as the public hearing on creation of a Transportation Development District (TDD) for this project. As previously presented to the City Commission, this project anticipates use of TDD proceeds, estimated at $917,000 for costs related to construction of a below ground parking facility. A petition to create the district was filed with the City Clerk on February 19 and is attached. A proposed 1-cent sales tax would be levied only on properties within the district, namely The Oread hotel facility.
At the February 12, 2008 City Commission Meeting, the Commission received the feasibility study for this project from Springsted, Inc. and conducted a public hearing on the proposed redevelopment agreement. On February 19, 2008, Ordinance 8234, establishing the Oread redevelopment district, was adopted.
A project calendar, which was updated to reflect the current timeline, is attached.
Action Requested
Consider, and if appropriate, adopt Resolution 6757 establishing April 1, 2008 as the public hearing date regarding the redevelopment plan for the Oread Redevelopment Project and Resolution 6756 establishing April 1, 2008 as the public hearing date regarding creation of a Transportation Development District for the Oread Redevelopment Project.
