CHARTER ORDINANCE NO. 25

 

A CHARTER ORDINANCE EXEMPTING THE CITY OF LAWRENCE, KANSAS, FROM THE PROVISION OF K.S.A. 13-1810 RELATING TO THE QUORUM OF THE GOVERNING BODY, AND PROVIDING SUBSTITUTE AND ADDITIONAL PROVISIONS ON THE SAME SUBJECT.

 

Section 1.  The City of Lawrence, Kansas, by virtue of the power vested in it by Article 12, Section 5, of the Constitution of the State of Kansas, hereby elects to and does exempt itself and make inapplicable to it K.S.A. 13-1810 which applies to this City, but is part of an enactment which does not apply uniformly to all cities.

 

Section 2.  The Governing Body of the City of Lawrence, Kansas, shall meet at least once every week in regular meeting in the City Hall, at such time as shall be fixed by the Governing Body, to consider and take under advisement and act upon such business as may come before it.

 

Section 3.  The quorum necessary for the transaction of business shall be either three (3) or four (4) members-elect of the Governing Body and shall be determined by the Governing Body by ordinary ordinance or in the absence of a duly adopted ordinary ordinance the quorum shall be three (3) members-elect of the Governing Body.  The ordinary ordinance establishing the quorum of the Governing Body shall expire on March 31 of every year, thereby requiring a new ordinance establishing the number of members-elect required for a quorum to be adopted to take effect from and after March 31 every year.  An ordinary ordinance establishing a quorum of four (4) members-elect of the Governing Body shall require the affirmative votes of four (4) members-elect of the Governing Body for adoption.  An ordinary ordinance establishing a quorum of three (3) members-elect of the Governing Body shall require the affirmative votes of three (3) members-elect of the Governing Body for adoption.  (6-9-92) (See Section 1-204)
