In
comparing the bids with the engineer’s estimate the significant differences
were in the earthwork prices. The engineer’s estimate was based on average bid
prices from recent projects. However, those averages were from projects with
large quantities of earthwork. The much smaller quantities of earthwork and the
physically restricted work area in this project resulted in higher unit prices
than the averages. The higher unit prices are reasonable for the work involved
and the overall bid amount is still well below the original benefit district project
estimate of approximately $700,000 for construction.
Recommendation Action:
Waive engineer’s estimate and approve bid from LRM
Industries, Inc. for Projects 45-GI5-905(BD) and 35-GI1-704(BD) in the amount
of $336,396.70 provided the contractor can meet the terms established in the
contract documents.
