RFP for on-call travel demand modeling support for 2008 and 2009

Authorize staff to issue a Request for Proposals (R08005) for a consultant to provide on-call travel demand modeling support for the Transportation Planning staff in 2008 and 2009.

It would be the City’s intent that any contract awarded pursuant to this RFP be for a two (2) year term effective upon the date of the award subject to annual appropriation.

Background Information:

The City of Lawrence, Kansas Planning Department is proposing to seek a qualified consulting firm to assist transportation planning staff with as-needed travel demand modeling services for special studies and analyses for a period of two years from 2008 to 2009.  The selected consulting firm may provide a training session (one or two days) at the request of Transportation Planning Staff to teach staff proper usage of TransCAD, the software the Lawrence Travel Demand Model is based.

On December 7, 2007, the Federal Highway Administration and Federal Transit Administration approved the FY 2008 Unified Planning Work Program (UPWP) as a part of the Metropolitan Planning Organization’s (MPO) upcoming work efforts.  On-call travel demand modeling assistance is included in the FY 2008 UPWP.  This assistance is expected to provide the MPO transportation planning staff the technical support for running the travel demand model which is critical to the MPO and other transportation planning functions as requested.  The 2008 budget for this item is $15,000 with 80% being federally funded. The item will become part of the FY 2009 UPWP.

On January 8, 2008, the Technical Advisory Committee (TAC) of the MPO recommended that the RFP be released.
