Dave,

 

This email is reference to the 1 1/2 mile long Clinton Lake toe road on the

east side of the Clinton Lake dam. 

 

I've discussed the issue for several years with former director Fred DeVictor

of adding this road to the City of Lawrence Parks and Recreation lease that

we have with you.  The lease was signed on April 17, 1996 and runs through

December 31, 2021.  Your leasehold consists of 1612 acres which includes all

Federal lands east of the Clinton Lake dam. 

 

This road primarily provides access to City operated dog park, golf course,

Outlet Park, adult soccer fields, model airplane field and Sesquicentennial

Point.  It will also provide access to future City recreational development

as proposed in your master plan.

 

We have just recently secured special Congressional funding to repair this

road and our dam road.  Our intent is to widen the toe road from it's present

nineteen feet to twenty three feet to make it safer.  As I told Mark Hecker,

we will design the improvement of that road to satisfy your public works

engineers.  We've already meet with Assistant Public Works Director Dena

Mezger regarding this issue.  It is my intent to make sure the City approves

our design before we let a contract.  Since we plan on spending approximately

$450,000 on this road, I want to make sure the fix will satisfy everyone.

 

I believe the timing is now for the city to accept this road as part of your

lease.  If the city doesn't accept this road, my plan is to leave the road at

the nineteen feet width and chip and seal it.  Our on-site project funding

has been flat for several years and we have no means to continue to provide

maintenance for a road that primarily services your recreational facilities.

The City has always been an outstanding partner at Clinton Lake.  That said,

I feel the City needs to take responsibility of this road.
