RE:                  Kaw Water Treatment Plant High Service Pump Replacement Project UT0703KA - Set Bid Date

 

Please include the following item on the City Commission Agenda for consideration at the February 12, 2008 meeting.

 

Authorize the City Manager to set a Bid Date of March 18, 2008 for the Kaw Water Treatment Plant High Service Pump Replacement Project UT0703KA.

 

Project History: 

The 2003 Water System Master Plan identified a 2008 Capital Improvement Project to replace the three (3) existing West Hills Service Area high service pumps at the Kaw Water Treatment Plant. The Master Plan also identified a future project for the replacement of the four (4) existing Central Service Area high service pumps at the Kaw Water Treatment Plant. Both of these improvements were proposed to meet increased demands, improve reliability and reduce maintenance activities associated with the older 1954 pumps. Operational data also indicates that these pumps no longer pump at their rated capacities, most likely due to wear of the impellers and bowls over the years.

 

On March 16, 2004 the City Commission awarded a contract for the replacement of one (1) of the West Hills Service Area high service pumps. This replacement was necessitated by the failure of the upper pump casing in 2003. This pump is not one of those proposed to be replaced under the current project but it is an example of the failures incurred by and the maintenance required for the existing 1954 pumps.

 


Project Timeline

 

May 2007: City approved a Purchase Order for $2,500.00 with Black & Veatch for Engineering Services related to the delivery of Technical Specifications required for bidding the replacement of another failing high service pump. Black & Veatch was selected for this work based on their work to provide similar documents for the previous 2004 West Hills Service Area high service pump replacement. Department Staff will assemble the front end contract documents and combine these with Black & Veatch’s technical specifications for bidding.

 

November 2007:  Department Staff propose expanding the scope of the project to include the replacement of all the Kaw Water Treatment Plant high service pumps not previously replaced in 2004. Staff recommended the expanded scope based on the diminished pumping capacity, expanded maintenance requirements and reduced reliability of the existing pumps. As noted earlier the existing pumps were installed in 1954. The Purchase Order with Black & Veatch was increased to a total of $14,500.00 to cover the expanded scope and includes Engineering services during the pump installation. Department Staff have included the costs associated with the expanded scope in the 2008 Rate Plan.

 

Project Status:  Black & Veatch and Department Staff have finalized the bidding documents and the project is ready to be advertised for bidding.

 

The project is scheduled to be substantially complete in December 2008. The project cost is estimated to be $350,000.00.

 

Project Funding.  Funding for the project will come from the Utility Department Capital Improvement Project non-bonded construction fund.

 

Action Request. Authorize the City Manager to set a Bid Date of March 18, 2008 for the Kaw Water Treatment Plant High Service Pump Replacement Project UT0703KA.
