Proposal. The proposal includes identification of a preferred alignment design
and concept plan that meets capacity needs, a safe roadway, and incorporates
context sensitivity, environmental/surroundings, pedestrian/bicycle
elements.
Staff recommends establishing a Steering Committee appointed by the Mayor
and confirmed by the City Commission that would be composed of appropriate
public officials and stakeholders. The City will work with this group to develop
several preliminary alignments that will be presented to the public. Using comments and ideas received, the
Steering Committee will revise/refine a recommendation. This is an iterative process that may take a
few steering committee meetings.
The concept phase will also provide 15-20% of final plans, construction
estimate, and a final plan preparation estimate. Once an alignment and planned improvements
are approved we would move forward to field check/right-of-way plans
(approximately 75% of final plans).
Approval of right-of-way plans by KDOT would allow the city to negotiate
for any right-of-way necessary.
Through negotiations for this phase of the project, city staff has
decided to take on the public participation involvement component in order to
reduce costs.
The cost for the concept phase services is $219,330.00. This expense will be paid with the earmark
funds the city received for this project.
Action Request.
Approve Proposal for Engineering Services with
Wilson & Company, Inc. for scope of work/work plan.
