RE:

31st StreetHaskell Avenue to O’Connell Road

KDOT Project No. 23 U-2117-01 – City Project No. 18-CP7-507(S)

Proposal for Engineering Services

February 12, 2008 Consent Agenda Item

Please include the following item on the City Commission consent agenda for consideration at the February 12, 2008 meeting:

Project Details/Details.  In 2006 the City was informed of an $800,000 earmark for the construction of 31st Street from Haskell Avenue to O’Connell Road.  The earmark does not have any conditions attached; essentially this means the funds can be used for preliminary engineering (design), right-of-way acquisition, and construction.  The project will be administered by KDOT.  KDOT can “charge” a 1% administration cost, leaving the total amount available at $792,000.

·         6/15/06 - City submitted a Request for Construction Project to initiate the project.

·         4/24/07 – City Commission approved consultant selection process.

·         8/23/07 – City Commission approves consultant selection of Wilson & Company, Inc.

·         11/1/07 – Study session with City Commission; Wilson & Co. 8/30/07 improvements memo.

Status and Tentative Future Timeline.

·        2/12/08 - City Commission consideration of scope of work.

·        3/08 – Create Steering Committee.

First Committee meeting – discuss project, Wilson & Co. role, Committee role, receive input.

·        4/08 – Second Committee Meeting – Wilson & Co. work plan options, input and feedback.

·        May/June 2008 – Public Meeting – present options discuss issues, receive input, comments, feedback.

·        June – Take input to Steering Committee to address.

·        Fall 2008 – 2nd Public Meeting.

·        Late Fall  2008 – Presentation of study to City Commission; six months to right-of-way plans.

·        Summer 2009 – securing right-of-way corridor.

Proposal.   The proposal includes identification of a preferred alignment design and concept plan that meets capacity needs, a safe roadway, and incorporates context sensitivity, environmental/surroundings, pedestrian/bicycle elements.

Staff recommends establishing a Steering Committee appointed by the Mayor and confirmed by the City Commission that would be composed of appropriate public officials and stakeholders. The City will work with this group to develop several preliminary alignments that will be presented to the public.  Using comments and ideas received, the Steering Committee will revise/refine a recommendation.  This is an iterative process that may take a few steering committee meetings.

The concept phase will also provide 15-20% of final plans, construction estimate, and a final plan preparation estimate.  Once an alignment and planned improvements are approved we would move forward to field check/right-of-way plans (approximately 75% of final plans).  Approval of right-of-way plans by KDOT would allow the city to negotiate for any right-of-way necessary.

Through negotiations for this phase of the project, city staff has decided to take on the public participation involvement component in order to reduce costs.

The cost for the concept phase services is $219,330.00.  This expense will be paid with the earmark funds the city received for this project.

Action Request.  Approve Proposal for Engineering Services with Wilson & Company, Inc. for scope of work/work plan.

Respectfully submitted,

Charles F. Soules, P.E.
