STAFF RECOMMENDATION: 1. Forward to the Board of County Commission with a recommendation that the Board finds the annexation will not hinder ordinary growth and level of services. 2. Following the Board of County Commission’s finding, forward the annexation request to the Lawrence City Commission for approval. 3. Initiate rezoning. |

Annexation Procedure and General

For island annexations, Kansas Law (K.S.A. 12-520 et seq.) requires annexation by ordinance of the City Commission following a finding by the Board of County Commissioners that the annexation will not hinder the orderly growth and development of the community. The Board of County Commissioners must approve this request before the City Commission can consider it. Lawrence City Policy includes the Lawrence-Douglas County Planning Commission review of all annexation requests for parcels of land over ten acres is size.
