RESOLUTION NO. 6752
A RESOLUTION OF THE CITY OF
WHEREAS, in March 2006, the City of Lawrence approved participation in the U.S.
Mayors’ Climate Protection Agreement and the Sierra Club’s Cool Cities program;
and
WHEREAS, state and local governments throughout the
WHEREAS, many cities throughout the nation, both large and small, are reducing
greenhouse gas emissions through programs that provide economic and quality of
life benefits, such as reduced energy bills, green space preservation, air
quality improvements, reduce traffic congestion, improved transportation
choices, job creation, and economic growth through energy conservation and new
energy technologies; and
WHEREAS, the City of
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE
CITY OF
Section 1. Establish the Mayor’s Task Force
on Climate Protection. The City of
Section 2. Purpose of the Climate Protection Plan. The Climate Protection Plan will

report
greenhouse gas emissions baseline data for city operations and the community;
·
recommend
greenhouse gas emission reduction goals and target timeframes; and
·
recommend strategies to meet the goals while preserving economic
development, transportation options, and the ability of responsible producers
of energy to provide stable and cost effective energy supply.
Section 3.
Membership and organization. The Task Force on Climate Protection will be
comprised of not more than twelve members, balanced among stake holder
interests, and appointed by the Mayor. A
representative of the City Commission will also serve on the task force. The task force will
elect a chair and vice-chair, and determine operational and decision-making
processes.
Section
4. Reporting and
recommendations. The Task
Force on Climate Protection should provide a final report to the City
Commission no later than twelve months after the initial meeting. If the final recommendations for the Climate
Protection Plan are not completed by that time, the task force will present a
preliminary report to the City Commission and a status of final
recommendations.
Section
5. Initial meeting. The Task Force on Climate Protection will
initially meet at the time and place determined by the Mayor. The chair and vice-chair will be
selected. Organizational structure and future
meetings will be determined.
Section
6. Open meetings and open records. All meetings and records of the Task Force on
Climate Protection or its sub-groups shall be open and available to the public.
