Please include the following item on the City Commission agenda for
consideration at the January 8, 2008 meeting:
Authorize staff to distribute
a Request for Proposals for a Construction Management Agreement for the expansion
of the wet weather storage capacity at Pump Station 09 (Four Seasons).
The 2003 Wastewater Master Plan identified
improvements to Pump Station 09 located west of 31st and Kasold that
included expansion of the wet weather storage capacity by 2.5 million gallons. The additional wet weather storage is
critical to relieving collection system capacity issues and for the
continuation of development along the
Project Status/ Details
While the City reviews the timing and scope of the WWRF facility, staff proposes to seek a construction management relationship for design and bidding services for the project. Staff proposes to publicly solicit from Requests for Proposals a qualified construction management firm. A construction management agreement allows for all construction work to be competitively bid or quoted, while providing construction oversight of the project.
A variation of this was used on the 2002 Phase I Filter Expansion at the Clinton WTP. In this case, in addition to the engineer a contractor was hired as the construction manager to help expedite the construction of the project. However, the contractor was allowed to self perform a limited amount of work with all remaining work competitively bid. Staff plans to recommend that all construction work will be competitively bid for the Four Seasons project.
