Re:  Task Force to Examine Implementation of the Neighborhood Revitalization Act

 

 

Dear Mr. Corliss,

 

Recently, you and Lesley Rigney, Neighborhood Resources Department, met with the Lawrence Association of Neighborhoods (LAN) to discuss the possible implementation of the Neighborhood Revitalization Act in Lawrence.  The membership appreciates the help and guidance that you and the city staff provided.

 

As discussed at the various LAN meetings, the membership is concerned over the manner in which this program will be implemented.  While LAN supports the concept of neighborhood revitalization, the membership would like further information on whether the program will be:

 

  • Offered on an entitlement basis or through a competitive selection process,
  • Available only to owner-occupants or to rental properties,
  • Given to residential properties only or to commercial properties as well,
  • Generating harmful effects for surrounding property owners, and
  • Terminated if the property changes use or ownership.

 

Because these and other issues need to be studied, LAN suggests that a task force be created to study implementation of the NRA and make recommendations prior to adoption of this program by the City.  LAN would like to participate in this task force.
