The development of the Farmland
Industries Redevelopment Plan began in 2007. A draft was prepared by Planning Staff with
input from various City departments.
The first draft was distributed for comments to
stakeholders that included area neighborhood groups, the Kansas Department of
Transportation (KDOT), the Kansas Department of Health and Environment (KDHE),
ECO2, the Chamber of Commerce and others. Comments regarding the draft were collected
and a revised draft was completed that incorporates a number of the comments provided
by the stakeholders. The second draft
was posted on the Planning Department website November 6, 2007 to allow for the
public to view the document and the draft is now ready for commission action.
The planning area is the former
Farmland Industries property located east
of
The draft Farmland
Industries Redevelopment Plan includes an introduction and purpose section,
an existing conditions section, goals and guiding principles, future land use,
a redevelopment strategy section, and a design guidelines and standards
section. The introduction and purpose section
provides the background and purpose of the plan, a description of the planning
area, and the policy framework for the plan.
The existing conditions section of the plan provides a
snapshot of the conditions when the plan was drafted. This section includes descriptions of
environmental, transportation, demolition, natural features, surrounding land
uses, infrastructure and a map of existing city and county zoning.
The goals and guiding principles section of the plan provides
goals and guiding principles for employment, land use and public infrastructure.
The future land use section of the plan provides
descriptions that explain the intent of each future land use, identify a
density range and intensity, recommend zoning districts for the land use
category, and identify the primary uses within the land use. These descriptions are accompanied by a
future land use map and should be used in conjunction with the land use
descriptions to obtain the entire picture of the intent of the recommendations.
The future land use categories are Industrial/Business/Research
Park, Civic, Open Space, and Utility.
The redevelopment strategy section provides action steps
and party responsibility for a number of items related to the long-term
redevelopment of the site. These items
include environmental, demolition, public infrastructure, transportation, and
development.
The design guidelines and standards section provides
guidance for overall development of the property.
