Please include the following item on the City Commission agenda for consideration at the January 29, 2008 meeting:

Authorize the City Manager to execute a contract with Burns & McDonnell in the amount of $1,131,654.00 for design and construction phase engineering services for Phase I of the Kaw Water Treatment Plant Transmission Main and additional services associated with property acquisition along Phases II & III, and the design and construction of the Kansas River crossing associated with Phase II.

Project Description

The 2003 Master Plan identifies several projects for the Kaw Water Treatment Plant.  The projects require improvements to the water supply facilities (intake system and pumping units) and the treated water transmission lines leaving the water treatment plant. 

 

Project Details

On January 24, 2006 the City Commission authorized an Engineering Services Agreement with Burns & McDonnell/Professional Engineering Consultants for the evaluation of the 2003 Water Master Plan projects identified for the intake, raw water pumping and finished water transmission mains at the Kaw Water Treatment Plant.

 

Based on the results of Professional Engineering Consultants’ (PEC) evaluation of the treated water transmission main project and alternative alignments, staff recommend moving forward with the phased design and construction of the proposed improvements identified as Route A on the attached exhibit. These improvements will provide increased ability and reliability for the pumping of treated water from the Kaw Water Treatment Plant to the southeast area of Lawrence, including increased service for RWD4 and Baldwin. The recommended improvements in Route A also provide additional water transmission connections and capacity to the North Lawrence area and the former Farmland property.

 

On March 6, 2007, staff from PEC and Burns & McDonnell presented the results of their evaluation and the alternative transmission main alignments to City Staff during a BusinessLink meeting.

 

Anticipated Project Budget

Staff anticipate executing a design and construction phase engineering contract for the Phase I improvements. Contracts for Subsequent Phases would be negotiated based on satisfactory completion of the prior Phases.

 

Per the City Commission’s August 28, 2007 authorization staff advertised a Request for Proposals for design and construction phase engineering services for Phase I of the Kaw Water Treatment Plant Transmission Main to the Southeast Lawrence Area.

 

On October 1, 2007 in response to the Request for Proposals staff received proposals from three (3) groups interested in the project. Proposals were received from Bartlett & West/CDM; BG Consultants/Black & Veatch; and Burns & McDonnell/Professional Engineering Consultants.

 

A review committee consisting of Department of Utilities staff evaluated the three proposals.  Staff consistently ranked Burns & McDonnell/Professional Engineering Consultants as the highest qualified respondent for the project.  As indicated in the RFP the following criteria were used to rate the responses:

Project Status:

Staff have negotiated a contract with Burns & McDonnell for engineering and construction phase services related to Phase I of the Kaw Water Treatment Plant Transmission Main in the amount of $835,450.00. Staff have also negotiated fees in an amount of $296,204.00 for services associated with property acquisition for Phases II & III, and the design and construction phase engineering services for the Kansas River Crossing within Phase II of the transmission main. The total for all services is not to exceed $1,131,654.00.

 

As part of the evaluation of the above fees Staff have reviewed the engineering design and, where available, construction phase fees for several recent Utilities Department CIP projects. The information is summarized in the table below. While each project listed has its unique challenges and complexities it is apparent that the fees negotiated for this project are within the range, based on the percentage of the construction cost, typical of a project of this type and scope.  

                                   

 

Staff recommend proceeding at this time with the additional services for the Phase II Kansas River Crossing and the property acquisition and permitting for Phases II & III. Verification of the alignment and property acquisition for all three (3) phases of the project as part of the Phase I activities provides the City the opportunity to acquire the rights to a continuous corridor for the design and construction of future phases.

 

Staff also recommend proceeding, during Phase I, with the design and bidding of the Kansas River crossing within Phase II of the project alignment. There are two (2) crossings of the Kansas River along the alignment; the first is in Phase I and the second in Phase II. There are a limited number of contractors that are qualified to perform the river crossing construction. Designing and bidding both river crossings as part of Phase I will allow the City to evaluate any economies that may be gained by contracting for both crossing at once versus separate contracts a year or more apart. It is anticipated that by constructing both crossings at once the City will realize savings in mobilization and other overhead costs associated with a contractor bring equipment and personnel to Lawrence.      

 

Project Funding: 

Staff have included these recommended improvements and budget estimates in the latest water rate projections for 2008 through 2011. The project will be funded with Revenue Bond proceeds as authorized by the City Commission on October 9, 2007 per Resolution 6743.
