RE:

9th & Iowa - Geometrics

Please place on the January 29, 2008 City Commission agenda a discussion of geometric improvement possibilities at the intersection of 9th & Iowa.

Background:  The intersection of 9th & Iowa has several challenges, including turning storage and sight distances (visibility).  For northbound Iowa traffic there is an eastbound (one-way) “spur” to access 9th Street.  This “spur” also has some visibility issues with merging 9th Street traffic as the driver must look over their shoulder to see on-coming traffic.

Some new development is occurring at the gas station (old Citgo site) that sits between the “spur” and the intersection of 9th & Iowa.  Staff has had preliminary (brainstorming) discussions with the owner, Scott Zaremba, of possible future improvements and the possible exchange of property.  One thought was the exchange of the right-of-way of the “spur” for property at the intersection.  Improvements could include additional intersection capacity and improved turning radius and movements.

Much more additional work will need to be completed, including traffic volumes using the “spur”, improvements that may need to be completed on Iowa (right-turn lane at 9th Street), discussions with KDOT and community, and possible improvements on the west side of Iowa.

Mr. Zaremba has requested a letter of interest from the city, if appropriate.  Attached is a draft for the City Manager’s signature.

Action Requested:  Direct staff as appropriate.

Respectfully submitted,

Charles F. Soules, P.E.
