City
staff was briefed earlier this month on the Lawrence FreeNet
Kids proposal and received their attached narrative description of the project
earlier this week. We are requesting
City Commission direction on reviewing this proposal prior to our analysis of
this item. There are several legal and
policy issues which will need to be analyzed, including: the City’s legal authority to provide
financial guarantees as described in the proposal, whether the proposal follows
the City’s purchasing practices and whether a variance from those procedures is
recommended; and whether the possible expenditure of City funds on this project
is recommended as a priority commitment of the City.
If
the Commission desires staff analysis of this proposal, direction on a
timeframe for staff review would also be requested.
