Supplemental Agreement for Construction Phase Engineering Services

 

Please include the following item on the agenda for the January 22, 2008 City Commission meeting.

 

Authorize the City Manager to execute a Supplemental Agreement to the existing Engineering Services Agreement with Black & Veatch for construction phase engineering services related to the Stoneridge Drive Elevated Water Storage Tank Project 6CP-906 in the amount of $204,450.00.

 

Project History: 

The City owns property at 5600 W. 6th Street (6th Street and Stoneridge Drive) intended as a site for the construction of an elevated water storage tank. The 2003 Water Master Plan identified the West Hills Service Area as requiring additional storage volume to meet future water demands.

 

Additional water storage volume provided by the new tank will increase the reliability of water supply in the West Hills Service Area, ensure capacity for peak demands for future growth, and provide water storage for fire suppression.  Based on the recommendations in the 2003 Water Master Plan and additional system evaluations the construction of a 1.5 million gallon tank was recommended to provide additional distribution system storage and reduce pressure fluctuations during periods of peak demand.

 

Project Timeline

 

January 2007: City entered into a contract with Black & Veatch Corporation into a contract with Black & Veatch Corporation for engineering services related to design and construction of a new storage tank.

 

May 2007:  Black & Veatch submitted the Design Memorandum to KDHE for review and submitted Notice of Proposed Construction to FAA.

 

October 2007: Black & Veatch finalized bidding documents and the City Commission adopted Resolution #6743 authorizing that bonds be issued to construct the project.

 

City Commission were updated on the status of the project and the proposed construction materials and style of tank as part of the October 9, 2007 City Manager’s report.

 

November 2007: During the November 6, 2007 City Commission meeting a bid date of December 11, 2007 was set for the project.

 

December 2007: The following bids were received and opened on December 11, 2007:

 

Chicago Bridge & Iron          $2,872,000.00

LandMark Structures            $2,470,000.00

Engineer’s Estimate             $3,101,000.00

 

On December 18, 2007 the City Commission awarded the project to the low bidder, LandMark Structures, in the amount of $2,470,000.00 and authorized the City Manager to execute a contract agreement for the project.

 

Project Status:   Staff have negotiated a supplemental agreement with Black & Veatch for construction phase engineering services. These services include construction phase materials testing, a resident project representative to provide construction observation, generation of as-built construction documents, and services associated with a First Anniversary Inspection of the tank coating system.

 

Project Funding.  Funding for the construction phase engineering services will come from the 2008 Utility Department Capital Improvement Project bonded construction fund.

 

Action Request. Authorize the City Manager to execute a Supplemental Agreement to the existing Engineering Services Agreement with Black & Veatch for construction phase engineering services related to the Stoneridge Drive Elevated Water Storage Tank Project 6CP-906 in the amount of $204,450.00.
