23rd & Harper Street, Geometric Improvement Project

Please include the following item on the City Commission consent agenda for consideration at the January 22, 2008 meeting:

Project Description.

The improvements were recommended in the 2005 Safety Audit.  Improvements include the construction of a left-turn lane from northbound Harper to westbound 23rd Street, including signal modifications.

 

Project Status.

Bid proposals for this project were received by KDOT on January 16, 2008 and the lowest bid was $230,089.00 (city’s original estimate for construction was $236,342.00). The agreement between the City and KDOT for the construction of this project will be presented to the Commission for approval at a later date. Construction will begin in March or April of 2008 depending on weather conditions. It is anticipated that this project will be completed by June, 2008.

 

Project Funding. 

The City Commission approved the funding of this project with Resolution 6609 on September 20, 2005.  The project is an 80/20 funded project through KDOT’s Geometric Improvement Program. The CIP budget estimate for this project is $350,000.00. The city is responsible for 20% of the project cost consisting of costs for construction, construction engineering and easement acquisition. Construction Engineering Services will be provided by the city staff and KDOT will reimburse the city for 80% of the cost of this service.

Action Request.

Authorize the Mayor to sign the Construction Engineering Agreement with KDOT for construction of Project No. 5-GI1-105(S) for the improvement of the 23rd Street (K-10) and Harper Street intersection.
