 Meeting Minutes

Members Present:    Eric Struckhoff, Stephanie Bishop, Becky McClure, Mark Desetti, Michael Hadju

Members Absent:     Trent McKinley, Steve Guinn

Staff Present:                        Davonna Morgan

1.         Meeting Called to Order:  The meeting was called to order by the Chair at 5:20 pm.

 

2.         Assurance of Quorum:  Quorum was assured

 

3.         Approval of Minutes:  Minutes from the August 21, 2007 meeting were approved and submitted

 

4.         Action Item:  Burroughs Creek Rail Trail TE Endorsement Letter

The City of Lawrence will be submitting a new application for the BCRT to receive Transportation Enhancement (TE) funds to help construct the project. The city is asked the committee to draft a letter of support for the project.  After reading the letter to the committee, Eric Struckhoff, motioned for him to sign the letter on behalf of the BAC.  The motion passed unanimously and was given to staff for submittal.

 

5.         Action Item:  The Links at Lawrence Project

Morgan informed the committee of a project submittal from Lindsay Management Corporation called the “The Links”.  Morgan explained the project is located on the southwest quadrant of Wakarusa and Queens Roads.  The developer will be changing the alignment of Wakarusa Rd as depicted on the map to follow the topography of the area.  The Bicycle Facilities Map indicates this section of Wakarusa is designated as a Bike Route, however the developer is asking for the facility to be designated as a recreational path.  Morgan explains that in order for the change to be valid it must be approved by the committee.  A motion is made by Mark Desetti to approve the change and is seconded by Eric Struckhoff; a discussion follows.  The committee feels redesignating this section of road to a recreational path makes sense because a recreational path is designated along all other portions of the road and doesn’t see a need to disrupt the path. The committee unanimously approves the motion to change the designation. Staff makes note the committee that no official change will be made until final plans for the development are approved.

           

6.         Discussion Item: Downtown Facility Assessment

 The committee and staff traveled downtown to assess the bicycle facilities in the area.  The committee was looking for opportunities to place more facilities, improve usage space of current facilities, and determining where facilities are not feasible. A list of findings is attached.

 

7.         Other Business

Staff briefly discusses the date of the next meeting since traditionally the November meeting has been cancelled.  Also staff reminded the committee that at the next meeting elections will be held and a discussion involving the BAC meeting schedule will take place.
