1.      The meeting was called to order at 5:17 pm and was chaired by Eric Struckhoff.

 

2.      Assurance of quorum: Quorum is assured.  Attendance at the meeting included committee members Eric Struckhoff, Stephanie Bishop, Trent McKinley, Mark Desetti, and Michael Hajdu.

 

3.      Approval of Minutes: The Committee postponed approval of May 15, 2007 minutes until the next meeting.

 

4.      Discussion Item:   Review of the City of Lawrence Bicycle Facility Map - General

 

The committee discussed improvements to the Parnell Park area.  The committee compared the existing City of Lawrence Bicycle Facility Map, with updates from last month’s meeting to the one provided at the previous month’s meeting.  Changes to the “working map” were noted as follows:

 

1)     The section of Massachusetts between 11th and 15th should be shown as an existing bike route; the downtown portion should be included in this route.

2)     The existing bike route on Vermont, between 15th and 23rd should be removed.

3)     The existing bike route from 6th and Vermont northwest to 5th and Tennessee should be changed to an existing recreation path. 

a.      Signage to this effect is recommended.

4)     The existing bike route from West 22nd to 23rd via Kasold should be marked as a future recreation path.

5)     West 22nd connecting Kasold to Clinton Parkway should be marked an existing bike route (in lieu of #4, above). 

a.      Signage to this effect is desired.

6)     The existing recreation path on Kasold from 23rd to 15th should be shown as a future recreation path.

7)     Clarification is needed regarding the recreation path along Waverly Drive to Stonecreek Drive.

a.      Specifically, is the path along Waverly or is construction pending?   

b.      Does the existing recreation path continue along Stonecreek Drive or does it go along Waverly Drive?

8)     Clarification is needed regarding the bike lane between 6th and Peterson, along Monterrey. 

a.      Specifically, does a bike lane already exist or should the map designate this section as future bike lane?

9)     Clarification is needed regarding the “new” section of the South Lawrence bike path that stretches west of the Dam Road onto Corps of Engineers land, south of Clinton Parkway.

a.      The Committee recommends that this segment addition be designated as an existing recreation path. 

b.      Specifically, shall this be shown as Corps’ property?

 

5.      Discussion Item: Review of the City of Lawrence Bicycle Facility Map – South Lawrence.

 

The committee discussed improvements to Lawrence Bicycle Facility Map for that area referred to as South Lawrence.  Changes to the “working map” were noted as follows:

Where appropriate, please make the same changes as outlined in Discussion Item #4.

 

1)  Please show the Massachusetts street existing bike route continuing south along Indian Avenue to Vermont (south of 23rd street).

2)  Please clarify the Prairie Park/Mary’s Lake Nature area recreation paths and routes.

 

6.      Discussion Item: Review of the Burroughs Creek Map (Bartlett and West Engineers)

 

Discussion ensued regarding updates from the first public planning meeting.  Currently, there is no funding allotted for this project.  Two unique maps of proposed routes were presented. The Committee recommended the following changes using a draft map:

 

1)     Removing redundancy of the southwest-bound appendage, since funding is limited, at the moment.  Please see map for clarification.

2)     Adding a 16th street connector, as indicated in yellow on the map.

3)     Connecting the northeast end of the trail to city land, with the ultimate goal of connecting the Two Rivers Trail and North Lawrence.

 

The Committee recommended a paved, concrete trail is the goal, but a limestone, or “chip rock”, path would be acceptable, to establish a path and to facilitate immediate civilian usage.

 

If the entire proposed section cannot be paved at once, the committee recommended that sections of trail be paved in correspondence to population density; sections adjacent to denser populations should be paved prior to sections adjacent to less dense populations.  This is intended to; 1) accommodate those desiring to use the trail with wheelchairs and/or strollers and 2) accommodate a higher percentage of the local population.

 

7.      Other Business:  No other business was discussed.

 

8.      Adjournment:  The meeting was adjourned by Eric Struckhoff at 6:30 p.m.
