Please include the following item on the City Commission agenda for
consideration at the January 8, 2008 meeting:
Authorize the City Manager to
enter into an Engineering Services Agreement with Professional Engineering
Consultants in the amount of $285,680.00 for completion of the design and
construction phase services for the West Baldwin Creek Interceptor. A future
agenda item will include any appropriate recommendations for proceeding with
necessary condemnation actions.
The
project began with a preliminary design/build agreement for engineering design
to be completed to a level that would allow development of a guaranteed maximum
price (GMP) for the construction of the project. A GMP was developed and a contract prepared. Staff does not recommend proceeding with the
GMP because some of the costs are estimated under this delivery system and
recommends proceeding with the project as a design-bid-build project.
Project Engineering Cost
The
initial contract amount for the development of the GMP was $315,000. The engineering cost included in that amount
was $187,164. The total engineering cost in the design/build format was to be
$438,000. By moving to a design-bid-build project format, the total engineering
cost is projected to be $472,844. The
increase of $34,844 is due to development of full construction bid documents
and additional construction phase services related to a design-bid-build format.
Project Description
The
project will complete the design of approximately 15,000 feet of gravity sewers
ranging in size from 10” to 30” that were identified in the 2003
Wastewater Master Plan as E-BC-1-02, E-BC-2-01 and E-BC-2-02. The project will connect to and extend the
gravity sewers constructed with the Pump Station 48 project. The general
area involving the project is shown on the attached map.
The
constructed firm capacity of Pump Station 48 is 6.6 MGD. Currently, only
the Free State Interceptor sewer with a design flow of 2.6 MGD connects to Pump
Station 48. Upon completion of this project and the direction of the 0.7
MGD from the BC1 Benefit District to PS48; 3.3 MGD of the current PS48 capacity
would be available for additional development.
Project Status/ Details
PEC was the engineer that provided design services under the preliminary design/build agreement. Staff has negotiated an agreement with PEC for the completion of the design as well as bidding and construction phase services. This will allow the project to be completed in a typical design-bid-build manner.
The following
project schedule is anticipated.
Engineering Agreement: January, 2008
Complete Design: March, 2008
Construction Contract: May, 2008
Complete Construction: February,
2009
Property Interests to be Acquired. The project will be constructed in a 100’ temporary construction easement with a 40’ permanent utility easement and a permanent greenspace and pedestrian and recreational path easement that will remain upon completion of the project. The permanent easement will allow for future construction of city data and communication lines and walking trails. Offer letters have been sent and active negotiations are underway to acquire easements along the project route. It is anticipated that most of the property interests will be able to be acquired through negotiations. However, in order to insure that property is under control for construction of the project, it is necessary to initiate condemnation proceedings now. Property owners are aware that this will occur and that it should not result in any expense to them unless a negotiated easement purchase cannot be agreed upon in the next month or so.
Project Funding
Initial
funding for the project will be provided from the non-bonded construction fund.
The cost of the project will ultimately be shared by developments benefiting
from this infrastructure improvement through the payment of special connection
charges including Ordinances 8118 and 8192 and would be in addition to any system development charges, special
assessments, maintenance fees or other fees or charges.
