Agenda Item:

Recommendation for 2008 Shelter Cleaning and Maintenance

Please place the following item on the January 8, 2007 City Commission meeting agenda:

             I.      FY2008 Transit Shelter Maintenance Contract

1.       On December 6, 2007, Public Transit issued IFB B07076 for Bus Shelter Maintenance for 2008.  Sealed bids were due December 18, 2007.  The Lawrence Transit System (LTS) sought qualified contractors to provide cleaning, trash removal, light maintenance, and decal installation services for various transit shelters and wheelchair landing pads located throughout the City of Lawrence. In 2006, shelter cleaning services were increased from bi-monthly cleaning to weekly cleaning, due to the addition of waste receptacles on each of the structures. In an effort to save money, it was decided that the weekly cleaning of shelters would be decreased to bi-monthly, but weekly trash removal services were preserved.  The Solid Waste Division of Public Works was provided a summary of bids provided, and they stated they would be unable to provide such services at the same or lower cost than what was bid.

II.      The following table illustrates the results of the bids received:

III.      Public Transit intends to use State funding to pay for these services.

IV.      Staff recommends the City Commission award the shelter cleaning and maintenance contract to Jani-King of Kansas City who submitted the lowest responsible and responsive bid based on the required criteria.  Staff has spoken with the president of Jani-King, as well as the staff responsible for the cleaning and maintenance, and they are fully aware of the services expected of them.  As with any contract the City enters into, and the contractor fails to perform to specifications, the contract can be terminated.  In addition, the contract has been reviewed by Legal staff.
