The 4-Year Section Cleaning Program is a pro-active approach designed to clean, inspect and repair city owned sewer mains 8” to 18” inches in diameter. Data obtained from the crews while cleaning in the various sections assist the department in developing Cured in Place Pipe Projects, Chemical Root control, Point Repairs, Capital Improvement Projects and system assessment.
The Collection System Division began the 4-Year Section Cleaning Project on March 16, 2005 and completed the program on December 13, 2007. It took the staff a total of 33 months to complete. The program was completed 15 months ahead of schedule. The following is a summary of work completed:
· 36 Section Area’s completed
· 1,787,118 feet cleaned
· 338.43 miles cleaned
· $230,687.42 total cost of labor/equipment without benefits: $0.12 per foot
· $266,751.74 total cost of labor/equipment benefits: $0.14 per foot
· Cost comparable if contractor completed at $1.50 pf: $2,680,677.00
The program has proven to be very successful and is an example how a pro-active approach to system maintenance improves reliability and customer service. The department has seen a reduction in city main blockages (see attached graph), assets are being inspected and plotted with GPS and city main defects have been found and corrected. As a 2007 Performance Measure, the division targeted a 5% reduction in city main blockages. There is a 19% reduction in city main blockages to date in 2007.
Another critical component of the program includes the TV Inspection follow-up work. Through TV Inspection, we are assuring the city mains are cleaned thoroughly, finding/repairing city main defects and finding defects on the private side (customer service connections). On the private side, customers are notified of the defects which include including digital pictures and locations.
With the success of the Section Cleaning program, the department will restart the program January 2008.
