RE:               Bauer Brook Estates Annexation

At the December 4, 2007 City Commission meeting, the Commission requested information concerning the proposed annexation of Bauer Brook Estates.  Specifically, the Commission requested information about the costs the City would need to upfront for the utility infrastructure versus the additional revenue that would be generated as a result of the annexation.

Attached is memo from Michael Tubbs, Management Analyst, who gathered the information for this request.  Michael concludes that the City will generate approximately $29,000 annually in property taxes as a result of the annexation.  There will be some other less significant sources of revenue, such as franchise fees, that will also be collected.  The City will need to extend a water line to serve the area.  One half of the water line extension along Folks Road would be paid by the City and recouped by the City as the east side of Folks Road develops in the future.  This amount is estimated at $121,000.

Action Items:  City staff recommends the following action items for City Commission consideration:

·       Authorize staff to send the letter to the residents of Bauer Brook Estates as provided in the December 4, 2007 agenda materials.

·      Authorize staff to proceed with the annexation process outlined in the memo provided for the December 4, 2007 meeting.
