RE:

Water Line and Sanitary Sewer Relocation at North Iowa Street due to I-70 Road Improvements

Please include the following item on the consent agenda for the December 11, 2007 City Commission meeting.

Authorize the City Manager to enter into an Engineering Services Agreement with HNTB in the amount of $48,088.00 for design engineering services related to Phase II waterline and sanitary sewer relocations at North Iowa Street due to the widening of I-70 interstate highway.

Project Description – Kansas Turnpike Authority will be starting construction of the I-70 road improvements and bridge improvements in May of 2008.  The road improvements include adding a lane in each direction and modifying the drainage structures.  HNTB has been hired by KTA to design the construction plans for their projects.  Due to the road widening, the following relocations of City water and sanitary sewer lines will be required at North Iowa Street and I-70: approximately 350 linear feet of 16” concrete water line; approximately 300 linear feet of 8” sanitary sewer main; and approximately 650 linear feet of 18” sanitary sewer interceptor.  The Department of Utilities has selected the same consultant as KTA to design the relocation of the sanitary sewer main and the water main to ensure proper coordination between the two projects and to take advantage of the information/survey data that has been established by HNTB.  HNTB will also assist in analyzing the other utility crossings associated with the KTA’s overall project to confirm that these will not be affected by the I-70 road and bridge improvements.

Project Funding – Phase II of the project will be funded from the 2007 Utility Department Capital Improvement Project non-bonded construction fund.

Commission Action – Authorize the City Manager to enter into an Engineering Services Agreement with HNTB in the amount of $48,088.00 for design engineering services related to Phase II waterline and sanitary sewer relocations on North Iowa Street due to the widening of I-70 interstate highway.
