Exemption for City Owned property from City Building Permit Fees and City System Development Charges – LMH Property |
Commissioners,
This memorandum is to advise you of the continued City practice of exempting City owned facilities from City building permit fees and City system development charges. The City has historically exempted itself from these fees; further the City has continued this exemption on property that the City has title but is occupied by City agencies (hospital) or City supported agencies (Health Department, Arts Center) etc. For example, when the Community Health Building at 3rd and Maine was constructed the City did not charge a building permit fee or system development charge. (A building permit is still required, but no fee is assessed). City staff is continuing this practice: the City has exempted Lawrence Memorial Hospital from building permit fees and is continuing to exempt LMH from system development charges ($186,750 for the current expansion project). The City of Lawrence holds title to the real property for the LMH campus.
