Ref.:    Letter of support for Wakarusa Festival

 

            I have reviewed the letter prepared to send to the Governor concerning the Wakarusa Festival and the concept of a multi-year lease for the event.  I have many concerns with the letter and its future implications for law enforcement in Douglas County.  I will group my observations rather than make a point by point refutation of the information in the document.

 

            The letter does not include any problems associated with the Festival that impact the City.  These concerns include noise complaints, aggressive pan handling by participants, and additional street crime.

 

            The letter notes improvements with traffic.  However, the current solution is dependent upon good weather and the ability to use a field for multiple entry points.  Rainy weather could change the traffic flow and cause additional problems.

 

            A decision has yet to be made by the Park officials concerning the long term negative impact of the crowds on the park.  Significant infrastructure improvements would be necessary for the numbers of participants requested.

 

            Selling alcohol is an issue.  Traditionally, law enforcement officers are prohibited from working security in a setting where alcohol will be served.  The current proposal does not address security and ABC enforcement strategies for more than 18,000 attendees.

 

            The letter does not take into account federal, state, county, and local law enforcement jurisdictions who contribute to the Festival security efforts.  Not all of the law enforcement agencies that provide personnel are reimbursed.

 

            We do not know what “additional latitude” in non-musical entertainment and activities means.   Without clarification I would not recommend “an open mind on this request…”
