Negotiate Construction Management Agreement

 

Please include the following item on the City Commission agenda for consideration at the December 11, 2007 meeting:

 

Authorize staff to negotiate a Construction Management Agreement with Burns & McDonnell for the expansion of the wet weather storage capacity at Pump Station 09 (Four Seasons).  

 

Project Background 

The 2003 Wastewater Master Plan identified improvements to Pump Station 09 located west of 31st and Kasold that included expansion of the wet weather storage capacity by 2.5 million gallons.  The additional wet weather storage is critical to relieving collection system capacity issues and for the continuation of development along the 31st Street corridor.  This project was to be one of the first projects approved for construction within the Wakarusa Water Reclamation Facility (WWRF) contract.  While the timing of the construction of the WWRF is being reviewed, there is a more immediate need for the additional storage capacity at Pump Station 09.

 

Project Status/ Details 

Burns & McDonnell was the engineer that was to perform the design work on Pump Station 09 within the WWRF contract.  Staff proposes to negotiate a construction management form of agreement with Burns & McDonnell for design and bidding services to prepare a guaranteed maximum price (GMP) for the project.  A construction management agreement is similar to a design/build agreement but differs in that all construction work is competitively bid or quoted in developing the GMP. 

 

A variation of this was used on the 2002 Phase I Filter Expansion at the Clinton WTP.  In this case, in addition to the engineer a contractor was hired as the construction manager to help expedite the construction of the project.  However, the contractor was allowed to self perform a limited amount of work with all remaining work competitively bid.  On this project, Burns & McDonnell will act as the engineer and general contractor but will not self perform any of the work.  All construction work will be competitively bid.

 

The following project schedule is anticipated.

Execute Construction Management Agreement:  February, 2008

Complete Design:  May, 2008

Construction Contract:  July, 2008

Complete Construction: December, 2008

 

Project Funding

Funding for this project is through the Utilities Capital Improvement Program bonded funds.
