Dave,

 

I am concerned about the Freenet bus proposal.

 

First, I am concerned in principle about the City or any entity

providing favored assistance or privilege to a competitor.

 

Second, the City should not enter into a deal that allows a vendor to

subsidize the build out of a for-profit network with either special

privileges or direct monies from the City.  I am concerned about

accountability for any deal both in terms of deployment and in terms

of providing benefit to the City.  They need to commit in writing on

what they will deploy, and when, technology wise and I think if there

is not guaranteed monetary benefit to the City with a time table, the

city should not consider this.

 

Third, I am concerned that in the proposal that they have complete

discretion on who they deny advertising to, explicitly without

explanation or accountability.  To give a third party this level of

control over public property is unconscionable, especially when other

businesses and entities are otherwise prevented from off-site public

advertising by ordnance even outside of the right-of-way.

 

Lastly, if this is a clear unmet City need in view of staff and the

commission, the need should be identified and posted for bid.
