CALL TO ORDER

 

The monthly meeting of the Lawrence-Douglas County Health Board was held Monday,

August 20, 2007.  Vice Chair Carl McElwee called the meeting to order.

 

 

FINAL APPROVAL OF BY-LAW AMENDMENTS ESTABLISHING A CONSENT AGENDA

 

The proposed amendments to the By-Laws were read at the August 20th Health Board meeting as required to allow for establishing a Consent Agenda. Changes were made on page 5, Article VI, Section 2, B and D.  Karen Shumate moved that the Health Board accept the By-Law amendments.  Alan Cowles provided the second and the motion passed.

 

 

CONSENT AGENDA

 

Karen Shumate moved that the August Consent Agenda be approved.  Alan Cowles provided the second and the motion passed.

NEW BUSINESS

 

Director’s Report

 

1.      Charlotte Marthaler, Director of Policy and Planning, reviewed with the Board the Quality of Work Life survey that was completed by Health Department staff.  The Board was provided with a copy of the survey and a copy of the concepts measured.  Charlotte will keep the Board apprised as we move forward with an action plan based on the survey results.

 

2.      Dan Partridge presented the proposed Description of Programs and Services for 2006 that is being prepared for commissioners and staff at the City of Lawrence and Douglas County at the request of the City Manager for the City of Lawrence. 

 

3.      Dan Partridge provided the Board with an update on staff hiring.  Olimpia Tyner has accepted the position of Office/Clinic Assistant effective September 17, 2007.  Nicole Reynolds was re-hired for the accountant position effective September 10, 2007.  It has been decided not to hire a full-time Information Technology Specialist at this time.  Our current consultant, Warren Schoonmaker, will continue to support us.

 

4.      Dan Partridge reported the Health Department has received over 1,000 doses of flu vaccine for the 2007 flu program.  The fee for the vaccination this year will be $23.  The first public flu clinic will be October 20, 2007, at the Knights of Columbus.

 

5.      Dan Partridge provided the Board with an update on the Air Quality Committee report.  Douglas County no longer has a monitoring station as the Kansas Department of Health and Environment (KDHE) will use readings from the Leavenworth monitoring station.  The Environmental Protection Agency (EPA) has determined that the current standard does not protect public health and has proposed revisions to reduce the ozone standard.  If these standards are changed, Douglas County may be exceeding the standard.  The final rule is expected by March 12, 2008.

 

6.      Dan Partridge reported Douglas County is considering a Code Enforcement Court.  The Code Enforcement Court would be an expedited process for hearing code enforcement violations.  The Board expressed their support of a code enforcement court.

 

7.      A group photograph of Health Board members will be taken at the October meeting.

 

 

Other New Business

 

1.      The next Health Board meeting is scheduled for October 22, 2007, rather than October 15, 2007, by a consensus of the Board.
