Please place the following item on the City Commission consent agenda for consideration at their November 6, 2007 meeting:
Authorize staff to acquire three (3) paratransit vehicles to replace three (3) existing paratransit vehicles operated for T Lift service that have fulfilled their manufacturer and FTA useful service-life requirements by purchasing the vehicles off the Kansas Department of Transportation Vehicle Bid of 2008. The acquisition cost per vehicle is $55,505 for a total cost of $166,515 from Kansas Truck Equipment Company, Inc. in Wichita, Kansas.
The available funding to acquire these vehicles will come from using 100% State of Kansas Comprehensive Transportation Program (CTP) funds budgeted for this purpose and will not require any local City funding as match.
Background Information:
The Transit Department as part of its capital replacement plan has identified three (3) paratransit vehicles operated for T Lift service for replacement that fulfilled their useful service life requirements both in age and miles.
The Transit Department currently operates a total fleet of fourteen (14) paratransit vehicles. Eleven (11) of these vehicles are operated in peak service with three (3) vehicles utilized as spares to maintain a least a 20% spare ratio as required by the Federal Transit Administration.
Last year the City ordered and replaced six (6) vehicles that were delivered in put into revenue service in April of this year using 100% State of Kansas Comprehensive Transportation Program (CTP) funds.
The Transit Department’s Capital Replacement Plan calls for the replacement of three (3) vehicles annually. The manufacturer and Federal Transit Administration define the useful service life of these vehicles as 5 years or 100,000 miles. Based on the transit system’s current level of service, each vehicle typically travels 20,000 miles annually.
The table below provides specific information on the make, model, age and current condition of the fleet in terms of fulfilling useful service life requirements. Bus numbers 734, 735 and 736 are scheduled for replacement at this time. The vehicles taken out of revenue service will either be converted as transit system Road Supervisor vehicles or be auctioned off where the proceeds will be used to support transit operations or capital needs in the future. It is anticipated that these vehicles upon placing an order will be delivered and put into revenue service in late Spring/early Summer 2008.
The vehicles to be ordered will be El Dorado National AeroTech buses that are gasoline powered, 20ft. Fiberglass/Composite Body vehicles built on a Ford E-450 chasis that have a seating capacity of 10 passengers and 3 wheelchair securements. These are the same make and model as the replacement vehicles put into revenue service earlier this year that have performed well.
