Maximum Assessment Hearing

Stoneridge Drive, Overland Drive to 6th Street, Project No. 25-CP8-806(BD)

Overland Drive, Queens Road to Stoneridge Drive, Project No. 19-CP6-506(BD)

 

Please include the following item on the City Commission consent agenda for consideration at the October 23, 2007 meeting:

Project Description.  The improvements include the construction of Stoneridge north of 6th Street to Overland Drive, and Overland Drive from Stoneridge to Queens Road.  A signal will be installed at 6th Street with a dedicated right-turn lane from 6th Street onto Stoneridge Drive.  A roundabout will be constructed at the intersection of Stoneridge Drive and Overland Drive.  Street, storm sewer, sidewalk, and waterline improvements will also be completed. 

Project Status

·         All right-of-way has been dedicated.

·         Plans and specifications are ready to bid.  Bid date will be set for November 6, 2007.

·         Stoneridge South was bid September 11, 2007, and the contractor is just beginning.

·         Signalization of Stoneridge and 6th Street is included in this project.  One-half of the cost of the signal will be included in the Stoneridge South benefit district costs.

Utility work and grading for these projects could begin this winter with paving next spring/summer.  Some coordination with the water tower construction will be necessary.

 

Project Funding.  Both of these projects are being funded through a benefit district.  Overland Drive is 100% benefit district with no city participation.  Stoneridge Drive includes a maximum city participation of $60,000 for additional width at the intersection of 6th Street.  In addition, the city is a property owner in the benefit district (water tower) with an estimated cost of approximately $440,000, and the city is the owner of Oregon Trail Park with an estimated cost of $66,000. 

 

Action Request.  Open public hearing and pending comments:

1.  Approve Ordinance 8138 levying the maximum assessments for the construction of     Stoneridge Drive, Overland Drive to 6th Street, Project No. 25-CP8-806(BD).

2.  Approve Ordinance 8137 levying the maximum assessments for the construction of Overland Drive from Queens Road to Stoneridge Drive.
