Baldwin Creek West Sanitary Sewer Interceptor Line Connection  Fee Ordinance

 

 

In conjunction with the plan to provide sanitary sewer service to the developing area in Northwest Lawrence, staff is recommending the enactment of a Baldwin Creek West Sanitary Sewer Interceptor Line Connection Fee ordinance. The purpose of the ordinance is to require the owners or developers of property connecting to the interceptor line to pay for the cost of the sanitary sewer infrastructure improvements through the future payment of a connection fee.  The development of Northwest Lawrence requires the extension of sanitary sewer interceptor lines from Pump Station #48. 

 

The connection fee will be required for each user connecting to the sanitary sewer interceptor line and is in addition to and supplemental to all other fees and charges that would be assessed to connect to the sanitary sewer system such as tap fees, systems development charges, special assessments or other fees required by city code.

Except for the owners or developers of property paying the West Baldwin Creek gravity sewer line connection fee established in ordinance 8118 and codified in section 19-315.2, and property specifically exempted from the Pump Station #48 connection fee, all connections providing sanitary sewer flow to the interceptor line shall be required to pay the Pump Station #48 connection fee in addition to the interceptor line connection fee.   

 

The proposed ordinance and a map showing the area subject to the ordinance is attached.

 

Staff recommends approving the proposed ordinance.
