Re:                  Half Marathon & 5K Request

Attached, please find a request from Steve and Marcia Riley for City Commission approval of the following items:

Background Information

This spring, a similar event was held.  According to information from the event coordinators, more than 1,900 runners participated, 50% of whom came from out of town.  According to the Riley’s, the beneficiary of the proceeds from the half Marathon and 5K race will again be Health Care Access, an organization which provides health services and medication for the uninsured.

The City of Lawrence provided approximately $5,600 of in-kind services in support of the race, including public safety and public works assistance.

City staff met with the Rileys following this year’s race and recommended course changes, which have been incorporated into the 2008 event.  Based on course information, the following estimated personnel and equipment costs will be required for the event:

$4,200             staffing for traffic control and event management (police department)

$2,100             3 medic teams and one event commander (fire/medical department)

$   175             provide 15 portable stop signs to be used at 7 intersections

$   150             provide 24 barricades for 23 intersections

$   100             provide one dumpster at Haskell, which is the finish area for the race

$6,725             Total estimated cost of providing services for this event

Staff also discussed a variety of issues to ensure that the race will not negatively impact neighborhoods along the course during or subsequent to the event.  Finally, the Rileys will again meet city insurance requirements for the event.

Action Item

Authorize use of the City streets and waiver of City costs associated with support of the half marathon and 5K race on Sunday, April 20, 2008.
