Project Details

This project includes geometric improvements on 19th Street between Ohio Street and Alabama Street (see attached map). More specifically, the improvements will include widening of existing pavement width to add and lengthen center/left turn lanes on 19th Street, installation of a bus turn-out for school buses on Louisiana Street, mill and overlay, construction of a sidewalk on the north side of 19th Street, reconstruction of sidewalk on the south side of 19th Street, construction of storm water inlets, and traffic signal improvements at the intersection of 19th and Louisiana.  This project also includes replacement and relocation of an old 1930’s water main, the entire cost of which will be paid by the Utilities Department.

Project History / Status 

November 23, 2004:

City Commission passed Resolution 6571 authorizing the issuance of General Obligation Bonds for a principal maximum amount of $250,000.00.

January 18, 2005:

City Commission approved a contract with BG Consultants in the amount of $37,180.08 to perform a Feasibility Study and Report.

April 2006:

City Commission added this project to the 5-year Plan with KDOT.

Met with School Board.

March 10, 2005

Stakeholder meeting – included Lawrence High School, Cordley School, Centennial Elementary School, Old West Lawrence Neighborhood Association, and University Place.

Public meeting for comment on study.

City Commission provided direction for improvements.

The project schedule is very aggressive with plans to be completed by December 2007 and construction to be completed by August, 2008.  19th Street is scheduled for mill and overlay as part of the 2008 Pavement Management Program.  Combining these two projects will provide a complete/finished project for the entire length of 19th Street and will ensure efficient use of scarce funds.

Total does not include right-of-way costs.  Project costs were anticipated and included in the CIP.

 

Traffic Control/Schedule

The project is expected to bid in February 2008.  The water main lies behind the curb and gutter and could be completed in April/May with minor traffic impacts on 19th Street.  The street work cannot begin until schools are out and, therefore, we are specifying that 19th Street from Ohio to Alabama be closed from June 1 – July 31.  The amount of work to be completed in this two month window is rather extensive and the contractor will need every bit of this time to complete the project.  Discussion with neighbors and property owners received no objections to closing the road.

 

We will place dated road construction signs beginning a week prior to closing the road.  Detours using Massachusetts, 23rd Street, 15th Street, and Naismith Drive will be established.
