The following is a summary of the progress of the update of Horizon 2020, The Comprehensive Plan for Lawrence and Unincorporated Douglas County. Horizon 2020 was originally adopted by the Planning Commission May 22, 1996, by the City Commission January 28, 1997, and by the Board of County Commissioners May 18, 1998. There have been amendments to various chapters since the adoption of Horizon 2020 and several complete chapter updates. Below is a list summarizing the full chapter updates, new chapters, and where various chapters are in the process.
Full Update Completed
- Chapter 12-Economic Development: Effective date December 1, 2003
- Chapter 6-Commercial Land Use: Effective date March 16, 2004
- Chapter 9-Parks, Recreation and Open Space Areas and Facilities: Effective date January 5, 2007
New Chapter Completed
- Chapter 14-Specific Plans: Effective date September 14, 2007
Chapter Updates in Process
- Chapter 7-Industrial & Employment Related Land Use: Chapter approved, awaiting approval of ordinance/resolution
- Chapter 8-Transportation: Approved by BOCC, awaiting approval by CC and awaiting approval of ordinance/resolution
- Chapter 11-Historic Resources: Approved by CC, awaiting approval by BOCC and awaiting approval of ordinance/resolution
New Chapters in Process
- Chapter 15-Environmental & Natural Resources: In process of being drafted by staff, to CPC fall of ‘07
- Chapter 16-Placemaking Elements: Draft complete and will proceed through the approval process parallel to the Lawrence SmartCode, to PC November ‘07
Future Chapter Updates
- Chapter 10-Community Facilities: To be completed in 2008
- Chapter 13-Implementation: To be completed in 2008
