Please include the following item on the consent agenda for the August 23, 2007 City Commission meeting.
Authorize staff to negotiate an Engineering Services Agreement with Burns & McDonnell/BG Consultants, Inc. to design modifications to Pump Station 25 (East Hills Business Park) and the associated force main.
Background Information: The 2003 Wastewater Master Plan identified improvements required to Pump Station 25 (PS25) to provide expanded sanitary sewer capacity to the areas east of O’Connell Road and north and south of K10/23rd Street including the East Hills Business Park and the former Farmland property (see attached map). These improvements include expanding the firm pumping capacity of PS25 from 0.97 MGD to 5.95 MGD and the construction of a parallel forcemain. The improvements also provide for reliability and safety enhancements to the pump station. The improvements are included in the Department of Utilities Capital Improvements Plan and are scheduled to be completed in 2008 & 2009.
The improvements to PS25 will work in conjunction with a new pump station (PS49), currently under design as part of a County benefit district to provide sanitary sewer service to current and future areas of the City southeast of 23rd Street and O’Connell Road. PS49 will initially collect flows and pump them north to PS25 which discharges to the existing Kaw Wastewater Treatment Plant. The recommend timing of PS25’s improvements and expansion have been confirmed and coincide with development and flow forecasts for the PS49 service area.
Project Status/ Details:
July 2007: The Utilities Department requested proposals and received responses from five firms. Burns & McDonnell/BG Consultants; Bucher, Willis & Ratliff (BWR); CTE/AECOM; Delich, Roth, and Goodwillie (DRG); Olsson Associates/Peridian Group; responded with an interest in the project.
Utilities Department staff evaluated the proposals and ranked the top three respondents as follows:
1. Burns & McDonnell/BG Consultants
2. Olsson Associates/Peridian Group
3. Bucher, Willis & Ratliff (BWR)
Staff recommend negotiating an engineering services agreement with Burns & McDonnell/BG Consultants, Inc. based on the project team’s recent experience with similar projects for the City of Lawrence and their approach to this specific project. Staff anticipate contracting for predesign and design services and amending the contract as necessary to purchase construction phase engineering services as warranted.
We anticipate the following project schedule. This schedule is conservative and includes time to acquire a new site for PS25 if necessary.
Execute Engineering Agreement: September, 2007
Complete Predesign and establish project scope: January 2008
Contract for remaining services: February, 2008
Advertise for Bids: July 2008
Complete Construction: April, 2009
Project Funding: Funding is through the Utilities Capital Improvement Program non-bonded funds.
Action Request. Authorize staff to negotiate an Engineering Services Agreement with Burns & McDonnell/BG Consultants, Inc. to design modifications to Pump Station 25 (East Hills Business Park) and the associated force main.
