Please include the following item on the City Commission Consent Agenda for consideration at the August 7, 2007 meeting.

 

Project Description:

Reconstruct the intersection at N. 2nd and Locust Street to include a southbound left-turn lane, improved geometrics, and signalization.

 

Project History:

2005

Project programmed into KDOT 5-Year Plan.

November 2005

Hired TranSystems to prepare design.

April 19, 2006

Met with Depot, Parks & Recreation, Rick Renfro (Johnny’s Tavern), Historic Resource Administrator, Ted Boyle (North Lawrence Improvement Association), and Cory Brinkerhoff.

April 29, 2006

Met with ILC to discuss traffic control.

May 8, 2006

Met with North Lawrence Improvement Association.

June 13, 2006

City Commission approved design concept #2 widening to the east.

Anticipated Project Letting:  November 2007

 

Project Status:

This project slipped a little from the October 2007 KDOT letting but is anticipated to be bid in November.  Additional improvements to the North Lawrence stormwater drainage system have been added within the scope of the project limits, including larger inlets and pipe sizes.  This will minimize the localized flooding issues along 3rd Street between Perry and Lincoln (identified in the North Lawrence Drainage Study); improved (hydraulically efficient) inlets and larger diameter storm sewer pipe will help drain the underpass more effectively.  A new water main will also be constructed.  Final plans are being reviewed by KDOT.

 

Project Funding

This is a city/state project.  The city has budgeted $450,000 in the 2007 CIP; of this, $240,000 was previously bonded for engineering.

 

Action Request

Approve Resolution 6731 authorizing the issuance of bonds for the 2nd and Locust Street project in the amount of $210,000.
