Note: Some of the proposed 2008 wastewater System Development Charges are slightly less than what was proposed in the 2004 rate study.  There are a couple of reasons for this. 1) The projected average contributed wastewater volume for a residential customer has decreased from 148 gpd to 137 gpd based on historical data.  2) The utility is no longer carrying the large unrestricted cash balances that were projected in the 2004 rate study.  As more case is used to fund capital improvements, the plant value decreases and the unit equity value (total equity value divided by capacity) decreases.
