Please include the following item on the City Commission consent agenda for consideration at the July 17, 2007 meeting:
Authorization for the City Manager to execute a preliminary design-build contract with the design-build team of CAS Construction/Professional Engineering Consultants in the amount of $315,000.00 for the Preliminary Design and submission of a Guaranteed Maximum Price for the construction of the West Baldwin Creek Sanitary Sewer Interceptor project in accordance with the recommendations in the 2003 Wastewater Master Plan.
Summary. Staff has negotiated a contract for preliminary design/build services with the CAS Construction/Professional Engineering Consultants design/build team. After satisfactory completion of the preliminary design/build services contract the Utilities Department anticipates amending the contract with the CAS Construction/Professional Engineering Consultants design/build team, based on a lump sum established during the preliminary design/build services phase, for final design and construction of the project.
Project Description. The project involves the design and construction of the relief gravity interceptors identified in the 2003 Wastewater Master Plan as E-BC-1-02, E-BC-2-01 and E-BC-2-02. These are extensions to the sanitary sewer system that were recommended as part of the adopted 2003 Wastewater Master Plan. These extensions also comply with the recommendations of the Northwest Area Update to the 2003 Wastewater Master Plan.
Project History. On April 17, 2007 Staff presented to the City Commission a recommended plan to provide additional sanitary sewer service to the developing area in Northwest Lawrence that extends approximately 1 mile north of 6th Street, and is bounded on the east by Queens Road, and the west by the South Lawrence Trafficway. The plan included supplementing the capacity of the existing pump station serving the area, PS45, with the construction of the West Baldwin Creek Sanitary Sewer Interceptor. The City Commission authorized Staff to advertise for proposals for design-build services to complete the project.
Project Status. On April 18, 2007 the Utilities Department solicited proposals for design-build services for the design and construction of the West Baldwin Creek Sanitary Sewer Interceptor projects.
On Monday May 14, 2007, in response to the Request for Proposals, the Utilities Department Staff received proposals from three design-build teams. Proposals were received from the teams of Garney Construction/Bartlett & West Engineers, George Butler Associates/McCorkendale Construction, and CAS Construction/Professional Engineering Consultants.
A review committee consisting of Department of Utilities staff evaluated the three proposals. Staff consistently ranked CAS Construction/Professional Engineering Consultants as the highest qualified team. The following criteria were used:

On June 19, 2006 the City Commission authorized staff to negotiate a design/build contract with CAS Construction/Professional Engineering Consultants.
Staff has negotiated the contract for preliminary design/build services with the CAS Construction/ Professional Engineering Consultants team as the first part of the project. After satisfactory completion of the preliminary design/build services phase the Utilities Department anticipates amending the contract with CAS Construction/Professional Engineering Consultants, based on a lump sum established during the Preliminary Agreement, for final design and construction of the project.

Submit GMP – Sept. 15, 2007
Authorize GMP and Execute
Final Design/Construction Contract – Nov. 1, 2007
Complete Construction - August 1, 2007
Staff anticipates bringing additional project items to the City Commission for consideration over the next few months regarding property acquisition and easements, and authorization of a final design/build contract based on the lump sum generated during the current preliminary phase.
Project Funding. Initial funding for the project will be provided from the non-bonded construction fund. The cost of the project will ultimately be shared by developments benefiting from this infrastructure improvement through the payment of special connection charges including Ordinance 8118.
Action Request. Utility Department staff requests authorization for the City Manager to execute a preliminary design-build contract with the CAS Construction/Professional Engineering Consultants design-build team in the amount of $315,000.00 for the Preliminary Design and submission of a Guaranteed Maximum Price for construction of the West Baldwin Creek Sanitary Sewer Interceptor projects in accordance with recommendations in the 2003 Wastewater Master Plan and as directed by the City Commission on April 17, 2007.
